EU-funded Programme improves cooperation on border crime analysis among agencies of Central Asia

From July 19 to 21 the Border Management Programme in Central Asia, in partnership with the Central Asian Regional Information and Coordination Centre for Combating the Illicit Trafficking of Narcotic Drugs, Psychotropic Substances and their Precursors (CARICC), held its second regional workshop for representatives of border guard services and law enforcement institutions of all five countries in Central Asia. The participants learned about modern methods and tools of crime analysis, information exchange and other forms of cooperation during investigation of cross-border organized crimes.

Risk analysis of border guard and law enforcement agencies of Tajikistan and Kyrgyzstan strengthened by EU expertise

From 13 to 20 July 2022, the Border Management Programme in Central Asia held national workshops in Dushanbe and Bishkek on risk analysis for representatives of the border guard, customs and law enforcement agencies engaged in the border management of Tajikistan and Kyrgyzstan. The workshops introduced participants to the basic principles, applicable practices and regulations and joint border security risk analysis procedures based on the European experience and provided an overview of the national system, legal framework and approved activities necessary to develop the risk analysis systems.

BOMCA supports Kyrgyz line ministries in enhancing their skills on diaspora policies and reintegration

From July 7-8, 2022 the Border Management Programme in Central Asia held a training on diaspora policies and reintegration for Representatives of the Ministry of Foreign Affairs, Ministry of Labour, Social Security and Migration and the Secretariat of the Migration Council, under the Speaker of the Parliament of the Kyrgyz Republic.  The training equipped the participants with the knowledge on the successful practices in the aforementioned areas, enabling them to apply the received information in further ameliorating their diaspora policies and the reintegration of returnees for the benefit of the local border regions’ development.

BOMCA improves capacity of dog handling instructors in Central Asia to search for explosives

On July 4, the Border Management Programme in Central Asia has started a training of trainers (ToT) course for dog handling instructors specializing in explosive searches. Held in Lithuania, this three-month course gathers five trainers, one from each country of Central Asia. The ToT course aims to improve the theoretical and practical knowledge during  in-training of canine teams and service dogs used for daily border guarding tasks, including detection of explosives.

BOMCA initiates a Roadmap for the Study on Migration in Fergana Valley

From 4-5 July, 2022 the Border Management Programme in Central Asia organised a series of bilateral meetings with the Kyrgyz state authorities dealing with migration and border management, as well as local governance, followed by a Round Table “Roadmap for the Study on Cross-Border Circular Migration in Fergana Valley” in Bishkek to re-confirm the priority topics and the way forward for the Study.

Consolidation of efforts in training on identification and profiling in Kyrgyzstan

From 20 till 24 June, the Border Management Programme in Central Asia (BOMCA) in partnership with the United Nations Office on Drugs and Crime Programme for Central Asia (UNODC) and Law Enforcement in Central Asia Project (LEICA) held a training of trainers (ToT) on identification and profiling techniques for experts from law enforcement agencies of Kyrgyzstan. The training enhanced the knowledge and skills in the methodology of identification and profiling of foreign terrorist fighters, irregular migrants and drug traffickers.

Central Asian senior level investigation officers enhancing the capacity in fighting and investigating the various forms of cross-border crimes

From 20 to 23 June, the Border Management Programme in Central Asia organised a study visit to the Republic of Lithuania for senior level officers of the investigation units of the border guards, law enforcement agencies, prosecutors’ offices, national security agencies from Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan.

As part of the Call for Proposals within Component 4 of the BOMCA Programme, a video recording of the 2nd Information Session, which took place on 13 June, was released. The meeting provided details on the technical and administrative aspects of the application process, as well as featured a question and answer session to answer questions from potential applicants. State Border Guard College of Latvia shared experiences with the academic staff of the border guard training institutions of Central Asia

From 15 to 17 June, the Border Management Programme in Central Asia organised a study visit to Latvia for the representatives of the Border Guard Training Institution and Centres from Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. The objective of the study visit was to take part in the international scientific and practical events and to study the European Union’s educational approaches, exchange experiences and strengthen the institutional partnership among Border Guard Training Institutions of Central Asia and Latvia.
