New platform for improving the educational process of border and customs services in Central Asia

From March 29 – 31, the Border Management Programme in Central Asia, in partnership with the OSCE Border Management Staff College, organised a regional consortium workshop for the Heads of Customs and Border Guarding services’ training institutions from Central Asian countries.

BOMCA raises awareness on procedures while crossing Kyrgyz borders

Border Management Programme enhances training capacities of Border Guard, Customs and Veterinary and Phytosanitary Agencies in five Central Asian Countries

From March 15 – 17, the Border Management Programme in Central Asia, in partnership with OSCE Programme Office in Dushanbe and Border Management Staff College, held a regional workshop on development of the training of trainers (ToT) methodology for leading specialists of Border Guard, Customs, and Veterinary and Phytosanitary service agencies from Central Asian countries.

BOMCA imparts technical assistance on analysis of customs legislation in transit in Kyrgyzstan

From March 15-17, 2022, the Border Management Programme in Central Asia organised a technical assistance mission in the form of a meeting on analysis of the current customs legislation in the transit area, gathering experts from the EU member states and Kyrgyz national experts in the development of a national transit declaration/control system. The mission assisted the Customs Service in Kyrgyzstan with reviewing existing national transit systems, in applying the Transit Internationaux Routier (TIR) Convention, identifying gaps in legislation and relevant administrative instructions on transit regimes, and developing recommendations for further improvement. This activity continues a series of national activities in the region – similar workshops were implemented in Kazakhstan and Uzbekistan in 2021.

Enhanced the strategic risk analysis capacities of law enforcement agencies in Tajikistan

From 15-17 March, the Border Management Programme in Central Asia, in partnership with the OSCE Programme Office, held a national workshop on strategic risk analysis in Dushanbe for representatives of the law enforcement agencies engaged in border management in Tajikistan. The workshop familiarised participants with the principles and methodology of the Common Integrated Risk Analysis Model (CIRAM) used in the European Union, and provided information on ensuring a systemic approach to data collection and analysis.

Trade facilitation measures in Uzbekistan and Kyrgyzstan benefit from European expertise

From 9 till 16 March, the Border Management Programme in Central Asia held workshops in Tashkent and Bishkek on trade facilitation for veterinary and phytosanitary services. The workshops assisted Central Asian countries in assessing their trade facilitation measures and trained authorities in the areas covered by the WTO Trade Facilitation Agreement and on sanitary and phytosanitary measures.

European Union Programme is enhancing customs control methods of the Revenue Committee of Kazakhstan

From March 9 – 11, the Border Management Programme in Central Asia held a workshop in Nur-Sultan on innovative principles and methods of risk management and green channels. The workshop targeted Kazakh national experts in the fields of development and implementation of risk management strategies and measures of the State Revenue Committee of Ministry of Finance of the Republic of Kazakhstan.

European Union and UNODC strengthened Kyrgyz authorities’ capacities to investigate cross-border crimes

From 9-11 March, the Border Management Programme in Central Asia, in partnership with the United Nations Office on Drugs and Crime, held a workshop in Bishkek on the investigation of cross-border crimes, such as trafficking in persons and smuggling of migrants. The workshop targeted representatives of the investigation and criminal intelligence units of the State Committee of National Security, Border Guard and Ministry of Internal Affairs of the Kyrgyz Republic, specialising in investigating trafficking in persons and smuggling of migrants.

Training capacities on vehicle search of customs officials of Tajikistan were strengthened

From 1-3 March, the Border Management Programme in Central Asia held the training of trainers on car and truck search in Dushanbe. This activity targeted representatives of the customs and border guard agencies responsible for organising the training process and development of the methodology for inspecting vehicles in Tajikistan. The training strengthened skills and competencies for effective inspection of cars and trucks crossing border posts in order to identify illegally transported goods, weapons, drugs and other high-risk items.
