BOMCA Programme represented at High-Level International Conference on "International and Regional Border Security and Management Cooperation to Counter Terrorism and Prevent the Movement of Terrorists”

Representatives of the EU-funded BOMCA contributed to the High-Level International Conference on "International and Regional Border Security and Management Cooperation to Counter Terrorism and Prevent the Movement of Terrorists”, held in Dushanbe, Tajikistan from October 18-19, 2022.

Mr. Maris Domins, BOMCA 10 Regional Manager participated in session IV, “Strengthening Regional and International Cooperation on Border Security and Management in the Counter-Terrorism Context: The Way Forward”, where he focused on the activities conducted by BOMCA towards strengthening capacities of Central Asian border and law enforcement agencies to detect and counter international terrorism phenomena.

During the  border management & Integrated Border Management (IBM) side panel, “The role of the National Border Management Strategies in counter terrorism context”, Mr. Maris Domins, providing information on implementation of the 10th phase of BOMCA, draw attention to the IBM concept, which has been the main guiding principle in the activities of the EU-funded BOMCA program since its inception in the Central Asian region.

He stressed: Ever since its start, BOMCA has been facilitating the introduction of IBM principles and enhancing the ability of Border Control Agencies to embrace reforms for modernisation and development of border management systems, migration governance, mobility and trade facilitation policies, and thus contributing to security and economic development in Central Asia”.

“It leads to open and well-organized border crossing for all bona-fide travellers and trade, and at the same time ensures secure and well-controlled borders to prevent the cross-border movement of terrorists and stem the flow of foreign terrorist fighters, as well as the cross-border movement of licit and illicit cargo, including drugs, weapons, arms, and munitions that may be used for terrorist purposes”,  he said.
