BOMCA 10 supports Kyrgyzstan in developing a National Risk Management System for Border Security

On 16 -18 April, in Chok-Tal, the EU-funded Border Management Programme in Central Asia (BOMCA 10) held the first technical meeting of the inter-agency expert working group on the development of the National Risk Management System for Border Security in the Kyrgyz Republic.

The event was organised in cooperation with the competent authorities of the Kyrgyz Republic, including the Border Service of the State Committee for National Security (coordinating authority), the State Customs Service, the Ministry of Internal Affairs, the Ministry of labour, social provision and migration, as well as specialised departments of the Ministry of Agriculture. During the meeting, participants were introduced to the EU’s approaches to risk analysis and management in the area of border security, discussed the mechanisms for  the National Risk Assessment and Analysis System and developed a joint action algorithm for its adaptation to the national context in Kyrgyzstan.

Development and implementation of National Risk Management System for Border Security in the Kyrgyz Republic is one of important preconditions for successful implementation of Action plan of the Integrated border management strategy of Kyrgyzstan for 2025 – 2030, adopted by Cabinet of Ministers of Kyrgyz Republic on 6 December 2024. It is worth to note that BOMCA initiated and contributed to development of Integrated border management strategy 2025 – 2030 and its action plan by organizing experts meetings as well as providing EU best approaches in effective border management.

This activity was conducted within Component 1, “Institutional Development of Border Control Agencies”, and aimed to strengthen the institutional capacities of national border control agencies in applying best practices and standards and promoting inter-agency coordination for effective border management.
