BOMCA 10 provides the EU practices in border demarcation

  • Thematic Component: 1. Institutional Development of Border Control Agencies
  • Country: Kyrgyzstan, Tajikistan

From 30 June to 3 July, the EU-funded Border Management Programme in Central Asia (BOMCA 10) organised a study visit to Lithuania and Latvia for 14 permanent participants from the state border delimitation and demarcation working groups of the Kyrgyz Republic and the Republic of Tajikistan.

The aim of the visit was to enhance participants’ understanding of modern practices, technologies and international approaches in demarcating state borders. Over the study visit of four days, participants engaged with experts from Latvia and Lithuania through a series of thematic sessions. These focused on the types and functions of border demarcation signs, the use of modern technologies in boundary marking, international experience in drafting demarcation agreements, as well as practical exercises and field visits to demarcation sites in both countries. Participants gained valuable insights into inter-agency coordination, negotiation techniques and documentation procedures required throughout the demarcation process. Field visits to state borders and regional departments of the Border Guard Services gave participants first-hand experience of how border demarcation is carried out in practice and created a platform for the exchange of experiences and strengthening bilateral cooperation.

EU support was provided at the moment  when both countries initiated the demarcation process, following the interstate agreement on the Ratification of the Treaty on the Kyrgyz-Tajik State Border, signed recently in March 2025.

This visit was organised under Component 1 of BOMCA 10 Programme “Institutional Development of Border Control Agencies”, which aims to strengthen the institutional capacities of border agencies in Central Asia.
