National workshops on HR and financial planning

BOMCA is continuing its support for the professional development of the programme’s national partners. As part of this, between 11 May and 18 May a series of national workshops were held in Dushanbe and Bishkek respectively, facilitated by EU experts from the State Revenue Service of the Republic of Latvia and the State Border Guard of the Republic of Latvia. The workshops gathered national experts from the border guard, customs, and phytosanitary and veterinary services of the Kyrgyz Republic. In total, over 30 partners took part in the workshops and expanded their knowledge and skills in the area of proper HR management, financial planning and control. 

The workshop is part of BOMCA activities aiming to provide information exchange on management of human resources, financial planning and control in compliance with international standards and replicating best EU models and practices. It provided an opportunity to comprehensively evaluate the existing system of human resources management and financial management and control, share opinions and professional experiences and define training needs for possible future on-the-job trainings.  

After splitting into two working groups – one on HR and one on finance – the national experts presented their experiences and learned about EU best practices in such areas of intra-service management as personnel selection and admission processes, code of ethics and conduct, preventing and combating corruption, development of fiscal discipline, budget planning and control, procurement systems, remuneration and social benefits. 

The EU experts highly appreciated the professionalism, experience and commitment of the participants involved. The national experts in turn underlined the relevance and benefit of the workshop’s topics. The participants highly appreciated the communication model of the meeting and the “peer-to-peer” approach used by the EU experts allowed them to become fully engaged in the topic and partake in lively discussions supported by practical examples. On behalf of their respective administrations, the delegates greatly welcomed this BOMCA initiative and expressed their sincere gratitude.

Similar workshops will be held in other Central Asian countries and areas for further development are currently being identified, which will lay the ground for a follow-up study tour to the EU and in-service trainings for middle and senior management staff from the border management agencies of CA countries.
